Payment Of Omproper Expense Claims
Bernard Juby

Certain elected officers, officials and committee members, especially those of long standing, were
allowed to claim and were paid against invalid expense claims because constitutional safeguards were ignored.
Long-standing FSB member, and former director and FSB National Chairman, Bernard Juby
(pictured)
claimed and was paid travel expenses to attend a meeting which did not take place!
Has the written allegations been investigated and appropriate action taken? No, unless it was done in 'secret'
among what appears to be a suspect inner group of 'select people' within the FSB heirarchy.
Long-standing FSB member and FSB director, Gerald Godby claimed and was
paid excessive travel expenses to which he was not entitled! Gerald Godby
was also implicated the 'sham' West Midlands regional office affair along with others.
Yet no full and proper disciplinary investigation of his conduct.
THIS QUESTIONS BEGS AN ANSWER
-
Why did both FSB Company Secretary David Dexter, and FSB 'Finance Director' Gordon Catto ignore repeated written
requests to properly investigate the serious allegations of fraud?
-
Why did they instead, both turn their wrath upon the complainants ... 'the goods guys'?

Private Trip to Blackpool Conference Funded From FSB Funds
FSB accounts show that £1,891 was paid in expense claims for FSB Birmingham Branch Committee members to
attend at an annual branch conference in Blackpool in 1999.
In effect, contrary to the official rule, the Birmingham Branch Committee were allowed to vote for themselves
a tidy chunk of FSB money to which they had no entitlement! The offenders included, among others, Don Anslow
(pictured)
Branch Committee Chairman and supposed 'guardian of the rules'.
Again the question is asked, "Why has no disciplinary action been taken against the offenders?.
Only ONE branch delegate on official duty should have been FSB funded.
If every FSB branch spent on committee members in the same manner the total expenditure would
amount to nearly £380,000.
QUESTIONS BEGGING ANSWERS
-
Is this practice in line with the spirit of current FSB policy?
-
How many official delegates are FSB branches permitted at the conference?
-
Does the quality of the management of members' funds need an independent investigation and subsequent overhaul?
-
What of the effectiveness of the current FSB National Treasurer Gordon Catto?

Contracts to Committee Member Without Competitive Quotes
Don Anslow
|
The Birmingham Branch Committee, under its chairman, Don Anslow
(pictured)
awarded two jobs contracts worth a total of £15,000 to a fellow committee member, Mr Geoff Davies.
No independent quotes were obtained. The 'jobs' related to the production of branch newsletters.
QUESTIONS BEGGING ANSWERS
-
What are the FSB's official policies and procedures to deal with committees granting high-value contracts to fellow
committee members?
-
Is it normal practice for large contracts to be awarded from FSB funds without independent quotations being obtained?

Finance Director Attacks The Whistle Blowers ...
Gordon Catto

-
FSB 'Finance Director' Gordon Catto
(pictured)
,
accepted the actions of the FSB Birmingham Branch committee and instead criticised the members who called for an investigation.
-
With so much bullying and improper use of members' funds, the abbreviation of the
organisation should be FSBP, 'fleecing small business people'.

Notes
Gordon Catto uses the professional style, FCMA, believed to indicate a fellow of the Chartered Institute of Management Accountants (CIMA),
however it is not known whether he is currently in commercial practice. The alleged lack of prudence in his management of the subject area of FSB financial affairs is not stated, nor implied here, as being related to
Gordon Catto's conduct otherwise as an accountant nor related to the standing of the CIMA.
