Some Distasteful Key Points About David Dexter

In May 2000 an Employment Tribunal (Scotland), questioned credibility of evidence by David Dexter,
Leroy Bryan (as Chairman of the FSB Disputes and Disciplinary Committee), and Timothy Walker
(a solicitor and Secretary of the FSB Disputes and Disciplinary Committee).
The unanimous decision of the Tribunal stated:
"Generally the Tribunal had reservations as regards to the credibility of Mr Dexter, Mr Bryan and in some respects, Mr Walker."
The Tribunal decision further wrote of David Dexter as follows:
"When pressed on the matter, he agreed that there were no rules whatever to support the position which he had adopted in his letter"

David Dexter, admitted to the Employment Tribunal that he acted beyond his authority to prevent
a disputes and disciplinary complaints being heard.

Such damning findings by the Tribunal of the Company Secretary, National Secretary, and a director of the FSB surely
brought the FSB into disrepute.

Although not a party or witness at the Tribunal, the name of Jim Torrnece, a senior officer of the FSB in Scotland,
was mentioned several times in the case before the Tribunal.

In another dispute in the FSB in Scotland a substantial undisclosed sum was paid as an out-of-court
settlement to one of the complainants, it appears that neither the payment nor the Tribunal's decision were
clearly reported to rank-and-file FSB members.

The fact that David Dexter remains in office is a damning indictment. It suggests either, that the FSB accepts his conduct without question,
or, that again David Dexter has kept significant information concerning his conduct from his fellow FSB directors/shadow directors.

In several corners of the UK there are people who question David Dexter's integrity as FSB director and company secretary. His conduct
has been illegal, immoral, and damaging. He must now stand down from office to permit the several serious complaints against him to be
examined without his improper, unconstitutional, illegal. and corruptive interference

David Dexter should not continue to use FSB funds to engage expensive lawyers to bully,
threaten and subdue individuals and organisations in order to prevent exposure of the unacceptable
elements of his conduct as FSB director and Company Secretary.
Why does the UK Government continue to consult with the FSB yet its DTI ignores to the serious
complaints of corruption in FSB affairs?.

Numerous Key Positions Held In The FSB
David Dexter, joined the FSB in 1975 and since that time he has held numerous key positions. In 1999 for example, he held all
of the following offices at the same time:
National Secretary; elected by postal ballot by memebrs not fully informed
director; appointed by virtue of being national secretary
Company Secretary; appointed by his colleagues, not by members
Chairman of the Procedures Committee; appointed by his colleagues, not by members
Chairman of the Extended Procedures Committee; appointed by his colleagues, not by members
Chairman of the 2000 Annual Conference committee; appointed by his colleagues, not by members.
Hardly surprising then that several, if not all, of his personal businesses collapsed in 1999, owing over £300,000.
David Dexter claims proudly that he serves the FSB as an 'unpaid volunteer activist'. If it is the case that he is not remunerated directly
or in kind from FSB funds, how does he manage to pay his rent; bearing in mind the fact that his wife, is also an
'unpaid volunteered FSB activist.
One has to assume that David Dexter has other financial means. As an FSB director his means should be declared and available to FSB
members to openly guard against possible conflicts of interests.
Companies In Liquidation or Wound-Up
With companies reported to be in voluntary liquidation (Nov 99) or disolved (Feb 00), it is not surprising that he has time to 'volunteer'.
But how does he make a living? David and all FSB directors/shadow directors who have not already done so should now 'come clean'.
If the FSB needs a national leader, then it maybe more appropriate to elect a member who has solvent businesses, rather than
further distract a member who perhaps himself needs help to rescue his ailing businesses!
Declaration of Financial Interests Needed?
As a current FSB director (Feb 00), David Dexter be asked to openly declare all of his financial interests.
The whole matter should be debated so that the fitness of candidates to hold FSB can be duly assessed prior to elections and appointments.
FSB Rules Are Merely Guidelines' 'Declares David Dexter
Despite professing that FSB rules are merely for guidance, David Dexter 'comfortably' occupies positions as
chairman of the two FSB national procedures committees which deal with the drafting and revision of Memorandum, Articles,
and the Rules of the organisation.
As Company Secretary and National Secretary he is the person who deals with the right of appeals against decisions of the
Federation's internal disputes and disciplinary tribunals. David Dexter is also the person accused on a number of occasion of barring
the hearing of complaints against himself and others.
So David Dexter makes the 'rules', polices the 'rules', yet he does not believe in the supremacy of the 'rules' to safeguard
the interests of the FSB and its individual members.
David Dexter does not appear to be a fit person to hold high offices in the FSB.
It is contended that he retains his position by the actions with minority support of FSB members. David Dexter
acts fraudulently to conceals from rank-and-file FSB members (the majority of 'shareholders'), the true
details of his standing and concelals his improper acts and omissions in his conduct of FSB affairs.

Footnote
David Dexter uses the professional style, FCA, which is believed to indicate a fellow of the Institute of Chartered Accountants (ICA),
however it is not known whether he is currently in commercial practice.
The alleged lack of integrity applied to his involvement in FSB affairs is not stated, nor implied here, as being related to
Mr Dexter's conduct otherwise as an accountant nor related to the standing of the ICA.
It is not known if Leroy Bryan and Timothy Walker, a solicitor, have been question by FSB directors about the Employment Tribunal's
assessment of their evidence, which clearly sullied the standing of the FSB's Disputes and Disciplinary processes and brought the FSB
into disrepute.
