Dear Sirs

Federation of Small Businesses/Hubert Taylor

I am writing to you on behalf of Mr Taylor due to the absence of your reply to the points contained in our letter of 10th March 2000. You indicated that your reply would be forthcoming by your letter to us dated 20th March 2000.

Mr Taylor wishes to know the following:

  1. Have your clients dropped their allegations of defamation and libel against Mr Taylor?

  2. If no to point 1 above please state precisely the reasons and quote the exact words, which your clients believe are allegations of defamation and libel contained on Mr Taylor's web sites.

  3. Is it your client's intention to use the threat of legal action against ISP hosts or to bully ISP hosts into closing Mr Taylor's web sites?

It is important that Mr Taylor is given the correct answers to the above questions, as Mr Taylor believes that your clients committed wrongful actions against him by their involvement in the closure of previous sites published by him.

For the record Mr Taylor created his web sites for among the following reasons:

(A)

His own personal experience of unfair and wrongful treatment by the FSB.

When Mr Taylor appealed against an internal FSB Disputes and Disciplinary decision he reasonably requested more information as to his mistreatment. Mr David Dexter, the Honorary National Secretary, by a letter dated 27 January 2000, stated that he would have no further direct communication with him. Mr Taylor found that there was no other route within the FSB that he could take in order to have his grievance heard.

(B)

He felt that maladministration and misuse of FSB members' funds, which occurred during his tenure as an elected Honorary Regional Secretary, should be made known to the rank and file membership at large.

A proposal made by myself that mediation should take place between your clients and Mr Taylor at the end of March was agreed to by Mr Taylor but rejected by your clients. Because of this rejection Mr Taylor had no alternative than to continue to maintain his web sites in the interests of FSB members.

Please treat this letter as an open letter which is likely to be published on Mr Taylor's web sites for the information of FSB members as will all future communications on this matter unless otherwise agreed in writing by Mr Taylor.

Yours faithfully

(signed P.T. Horan)
