Dear Hubert
Re The National Federation of Self-Employed and Small Businesses Ltd.
As mentioned on the telephone I write to draw your attention to a conversation I
overheard at the Annual General Meeting of the Federation of Small Businesses Staffs
and West Midland Region held on Wednesday 24 November 1999 at The Forte Post
House Hotel, Great Barr, Birmingham.
I was invited by the Regional Chairman Mr. Douglas Evans to sit between himself and
Mr. David Dexter the Honorary National Secretary from Lincoln. During the evening a
gentleman approached Mr. Dexter and said,
'I am here to provide moral support".
I thought this comment strange, but at the time I did not know the gentleman's name.
On Monday 10th January 2000 I attended a pre hearing review of a complaint under the
Federation of Small Businesses Disputes and Disciplinary Procedure. The meeting took
place in Walsall and the complaint was against the present Staffordshire and West Midland
Regional Chairman, Mr. Patrick Powell. At the review meeting I recognised the gentleman
who had spoken to Mr. David Dexter at the Annual General Meeting. The gentleman was
Mr.THM Walker a solicitor from Lincoln who also acts as a paid Secretary to the
Federation of Small Businesses Disputes and Disciplinary Committee.
The apparent relationship between Mr. Dexter and Mr. Walker left me feeling concerned
about the integrity of the Federation's Disputes and Disciplinary process, including the
recent past case against yourself while you were in office as Regional Secretary. That case
appears to have been decided contrary to the overwhelming evidence provided by four
independent witnesses of which I was one.
Yours sincerely
(signed copy of letter held)
RA Williams
Member of the Federation of Small Businesses
Recent past Vice Chairman of the Staffs and West Midland Region.
