A) Deadlines

Moves proceed on a roughly weekly basis, adjustments have a 48 hour turnround time.

Extensions of deadlines will be given as long as the request is made at least 24 hours before the expiry of the deadline.

I will attempt to give 24 or 48 hr reminders to deadlines but don't rely on it

The game turns will be as follows:- Spring moves, Summer adjustments (if necessary), Fall moves, Winter adjustments (if necessary). I do not hold the game up to allow for retreats to be announced before builds are submitted, this leads to too much delay IMHO therefore builds in winter may be made conditional on other players retreats/disbands


B) Failure to submit orders

I play two strikes (NMRs) and you're out (Nobody's perfect and an exclusion because of an oversight is draconian on the first occasion it happens). A failure to supply adjustments does not count - if you miss these you forfeit builds, retreating units are disbanded, disbands due to a lack of supply centres to support the number of units will be dealt with under the furthest from home rule.

If you miss a second orders deadline, you are out.

I will not replace any country until after retreats etc, therefore a unit belonging to a country whose owner has just been excluded, will be disbanded if it was dislodged in the same move.

I retain the right not to seek a replacement player if I believe the country's position is hopeless. In this case the country will go into Civil Disorder i.e. all units will hold and will disband if dislodged.  Any disbandments needed in Winter phases will be dealt with under the furthest from home rule.


C) Press

Press is encouraged. I will print white press under the dateline of the players Capital, anonymous press will be printed under the dateline of Geneva.  Any press datelined Victoria is guaranteed to be from me.   I will not allow deception by publishing press ostensibly from another player.


D) Orders & Moves

1) Orders may be submitted at any time until the deadline but I must receive them before the deadline. Orders may be amended as many times as you want up to the deadline.

Please try to use the following convention in the title of orders, it makes things a lot easier for me and (hopefully) stops me overlooking orders,

Dip XXX season/year country/set of orders number

e.g Dip 343 Fall 1906 Italy #3

2) Abbreviations are perfectly acceptable as long as they are clear

e.g. don't use Nor as an abbreviation for both North Sea and Norway because F Nor - Nor is absurd and will be disallowed.

3) Sloppy unit identification will be penalised i.e. if an army is identified as a fleet or vice versa then the unit is deemed to be unordered. This also applies to supports i.e. they must state not only the location (and destination, if applicable) of the unit to be supported but also it's type. e.g. F ADR S A Ven - Tri fails if the unit ordered to move from Ven - Tri is a fleet.

4) Convoyed units orders' should state the name(s) of the convoying fleets in a VIA order and the convoying fleets must be separately ordered

e.g. A Lon - Bre Via F ENG

The purpose of the VIA order is to prevent unwanted convoys occurring. I'm not going to discuss this here but I will explain separately to anyone who asks.

5) Units MUST have separate orders written for them. e.g. A Mun S A Tyr - Boh IS NOT an acceptable order for both units, only for A Mun. The orders would have to be submitted as:

A Mun S A Tyr - Boh

A Tyr - Boh

6) International orders should state the NATIONALITY of the foreign unit(s) involved. This isn't obligatory although I would prefer it as it makes life easier for me.

e.g If Germany has A Mun and Austria has A Tyr, if Austria orders A Tyr - Boh then to support it Germany should  order A Mun S AUSTRIAN A Tyr - Boh.

7) Deliberate illegal orders will be accepted and are permissible e.g A Mun - Mos, this would prevent any unit supporting A Mun to hold in place because A Mun was ordered to move, even if to an illegal destination.

8) If duplicate moves are submitted for a unit, I will follow the last move written as being the most recent

e.g. F Lon - ENG

A Lpl - Yor

F Lon - NTH

I will disregard the order to move to ENG and act upon the order to move to NTH instead.


E) Draw proposals

1) A draw proposal may be made by any player remaining in the game. No proposal may be made until Spring 1906

2) The proposal must state the countries between whom the draw is proposed. No reasons have to be given but they help.

3) The proposal (and reasons, if any) will be put by me to the other players at the next adjudication together with a vote deadline. The name of the proposer will not be revealed unless the proposer consents to this

4) All surviving players have an equal vote whether they are in the draw proposal or not

5) The vote must be a unanimous Yes for the proposal to succeed

6) Any No votes or abstentions and the proposal automatically fails.


F) Miscellaneous

I know I'm not infallible, in the event that anyone considers I have made a misunderstanding of the rulebook I am prepared to listen to (coherent) discussion and if needs be to reconsider the decision.  However if a subsequent adjudication has been made & published then it is too late and the mistake must stand.

Above all enjoy the game, it is after all only that - a game. I appreciate that these are a long set of house rules but they are there so that everyone knows the playing field and what is expected of them hopefully allowing enjoyment for all of us.
