In the fourth paragraph of the above extract from a memo, its author, FSB Director / National Secretary / Company Secretary,
David Dexter,

, stated that he had submitted the lease document' for the 'regional office' to the "Federation's solicitors",
before the lease document was signed.
The FSBsolicitor concerned were said to beWallace Robinson & Morgan, 4 Drury Lane, Solihull, West Midlands,
B91 3BD who are also said to be regulated by the Law Society.
The solicitors have refused to reply to written questions or to rebutt the serious allegations about this affair. .
In the absence of reply and evidence from the solicitors to show otherwise, it has to be assumed that Wallace Robinson
& Morgan are either; negligent, and/or incompetent, and or corrupt.
On at least one occasion, Wallace Robinson & Morgan further acted in concert with others to conceal from FSB
directors/shadow directors written details of the 'regional office' fraud and other serious allegations as to improper conduct
by David Dexter as FSB Company Secretary and National Secretary.
By their silence on these allegations, Wallace Robinson & Morgan, imply connivance with David Dexter and others,
in an act or acts of moral and/or financial fraud.
Yet both the Inland Revenue
(letter held),
and the Walsall Metropolitan Borough Council
(letter held),
both state that the subject property was farmland and neither valued for rates, nor authorised by the local
planning authority for commercial use.
The evident contradictions raise serious questions of, competence, integrity and possible fraud. The invoice for rent and other charges,

who was one time FSB director / shadow-director, and Regional Treasurer stated that the monthly charges were inclusive of
rates. What rates?!
The bills were entered on headed on letter paper from a company named 'City & Provincial Construction Ltd.
The police and the local authority are said to have conducted preliminary investigations.
In light of the above, the FSB also needs to look into the conduct of its affairs, especially in the safeguard of members' funds.To
that end an inquiry, which is independent of the FSB, is needed because the very FSB 'establishment' which could enquire into
the matter, is also responsible for the management of the FSB.
